Summary of the Position:
The Preconstruction Manager serves as a key leader in Globalcom Technologies' work acquisition process, overseeing the management, coordination, and delivery of preconstruction and estimating phases for security and low-voltage technology projects. This individual is the first point of contact for new projects and establishes expectations through budget development, value engineering, internal and external stakeholder communication, schedule management, and procurement coordination. The Preconstruction Manager's attention to detail, technical expertise in ICT systems, and dedication to project planning ensure seamless transitions to operational teams. Success requires balancing multiple technology projects and client expectations while maintaining strong relationships with clients, vendors, and internal teams throughout the preconstruction lifecycle.

 

Key Job Responsibilities:

Estimating & Preconstruction Leadership: Lead the estimating and preconstruction team for structured cabling, DAS, paging systems, clock systems, security, access control, video surveillance, intrusion detection, and integrated technology systems. Coordinate preparation of project budgets and estimates from conceptual design through final contract amounts in collaboration with technical specialists and project teams. Prepare and analyze cost models during design development and bidding periods for complex infrastructure technology installations. Develop and review all estimates, ensuring accuracy in labor, materials, equipment, and specialized system components. Maintain and update historical cost data for all technology systems to improve estimating accuracy and support competitive bidding.

Client Engagement & Business Development:
Serve as primary point of contact for all preconstruction communications with clients, general contractors, and end-users. Establish and maintain relationships with existing and prospective clients in technology sectors. Support preparation and delivery of technical presentations, proposals, and qualification packages to clients. Participate actively in decision processes and provide technical input on project feasibility and risk assessment. Attend business meetings, industry conferences, and technology trade shows to promote Globalcom Technologies in target markets. Provide significant input into RFP response content and proposal development strategy.

Technical Coordination & Systems Design:
Review technical specifications, construction documents, and system design drawings for completeness and constructability. Serve as document reviewer and technical advisor for value engineering, constructability analysis, and system optimization. Evaluate equipment specifications and system architecture for structured cabling, DAS, paging systems, clock systems, security, access control, video surveillance, intrusion detection, and integrated technology systems. Coordinate with design engineers, technology consultants, and manufacturers' representatives on system design and integration requirements. Oversee 3D coordination and BIM processes to ensure successful integration of technology systems with building infrastructure and maximize prefabrication opportunities

Strategic Procurement & Vendor Management:
Identify and coordinate procurement of long-lead items and specialized technology equipment critical to project schedules. Build and maintain strategic relationships with equipment manufacturers, technology vendors, and specialty subcontractors. Evaluate material and system
costs during design milestones and provide recommendations for equipment selection and procurement strategies. Negotiate pricing and delivery terms with equipment suppliers and technology partners. Monitor industry trends, emerging technologies, and competitive pricing for low-voltage systems.

Schedule Management & Project Planning:
Participate in development of preconstruction and construction schedules in coordination with project management teams. Identify schedule impacts related to equipment procurement, material lead times, and technology integration activities along with general construction sequencing. Managing the document progress and coordinate submittal schedules with design teams and equipment manufacturers. Review lead sources and help guide identification of project pursuit targets aligned with company strategic objectives. Track pursuit opportunities and provide pipeline reporting to leadership.

Project Transition & Handoff:
Organize and lead comprehensive transition meetings between preconstruction and operations teams to ensure seamless project handoffs. Prepare detailed project transition documentation including scope summaries, equipment specifications, special requirements, and risk mitigation strategies. Coordinate follow-up meetings to address outstanding items and support project teams during early execution phases. Ensure continuity of client relationships and technical information throughout the transition.

Process Improvement & Standardization:
Oversee and lead standardization of preconstruction and estimating processes across Globalcom Technologies. Maintain and evolve standard templates, checklists, and procedures for estimates, proposals, and technical submittals. Identify opportunities for process improvements and implement best practices to enhance efficiency and accuracy. Lead training initiatives to strengthen team capabilities in estimating, technical coordination, vendor/manufacturer product updates, and client engagement.

Team Development & Talent Management:
Coordinate, manage, and supervise the work of the estimating and preconstruction team. Participate in attracting, recruiting, developing, and retaining top talent with expertise in ICT technology systems. Provide mentoring, coaching, and performance feedback to team members. Foster a collaborative team environment that supports professional growth and technical skill development.

 

Qualifications:

Minimum of five years of ICT project management experience with an electrical/low-voltage contractor (RCDD, Structured Cabling, ICT)

Minimum of two years of low-voltage estimating experience
