We're currently seeking a highly motivated Estimator located in Baltimore, MD .
Position Overview:
The Estimator is responsible for the preparation, validation, and analysis of construction cost estimates for aviation and infrastructure projects. This role supports Construction Management and Inspection services by developing accurate and defensible cost estimates for projects involving terminal improvements, airfield work, utility upgrades, and supporting airport infrastructure.
The Estimator will prepare cost estimates for projects that may involve single bid packages or multiple bid packages and phased construction programs. The Estimator will also test estimates against current market conditions, explain cost assumptions, and defend estimates during project reviews with the client and project stakeholders.
This role works closely with the Project Manager, Resident Engineer, design consultants, and construction teams to ensure cost estimates support effective project planning and budgeting.
Required Education:
- Bachelor's degree in engineering, construction management, architecture, or a related field is preferred.
Required Certifications:
- Certified Estimation Professional (CEP) or Certified Cost Professional (CCP) certification is required.
Required Qualifications:
In order to become a candidate, you must possess the following skills and abilities.
- Minimum of 10 years of industry experience in construction estimating for infrastructure, transportation, or aviation projects.
- Demonstrated experience preparing cost estimates for Construction Management and Inspection programs and capital improvement projects.
- Experience developing estimates for projects involving multiple bid packages, phased construction, or complex project delivery strategies.

Responsibilities:
- Prepare detailed construction cost estimates for airport infrastructure and capital improvement projects including terminal facilities, airfield improvements, utilities, and supporting infrastructure.
- Develop conceptual, schematic, design development, and engineer's estimates based on project design documents and program requirements.
- Test estimates in the marketplace by evaluating labor rates, material costs, equipment pricing, subcontractor pricing trends, and regional market conditions.
- Analyze historical project data and industry cost benchmarks to support estimate accuracy and reliability.
- Prepare estimates for projects that may include single bid packages or multiple bid packages and phased construction programs.
- Collaborate with project managers, resident engineers, and design consultants to confirm scope assumptions and ensure alignment between project design and cost projections.
- Provide cost modeling and cost analysis during project planning, design reviews, and value engineering sessions.
- Prepare cost breakdowns, quantity takeoffs, and detailed estimate documentation to support project budgeting and procurement.
- Explain and defend cost estimates during internal reviews, client meetings, and project budget discussions.
- Support the evaluation of contractor bids by preparing independent cost estimates and performing bid analysis.
- Assist with change order cost analysis and construction cost evaluations during project execution.
- Monitor market conditions and construction cost trends affecting aviation and transportation projects.
- Maintain estimating databases and cost history records to improve estimate accuracy for future projects.
