Description:
Concern Housing is seeking a Representative Payee is responsible for managing government benefit payments on behalf of residents who are unable to adequately manage their own finances. This role ensures timely payment of rent and utilities, safeguards resident funds, and supports residents' financial stability while complying with Social Security Administration (SSA) regulations and New York State requirements.
Days/Hours: Monday - Friday; 9am - 5pm
Responsibilities:
- • Process application packets for newly referred applicants for Representative Payee Services.
• Receive and manage Social Security, SSI, SSDI, and other benefit payments for assigned residents; manage TrueLink cards, as needed.
• Prioritize payment of rent, utilities, and other housing-related expenses.
• Ensure funds are used to meet residents' basic needs including food, clothing, medical care, transportation, and personal items.
• Maintain accurate and complete financial records, including individual ledgers, receipts, and bank statements.
• Prepare and submit required accounting reports to the SSA and other oversight agencies.
• Establish and manage individual resident trust accounts in compliance with SSA and agency policies.
• Communicate regularly with residents, program staff, and external service providers.
• Monitor resident spending patterns and adjust budgets to promote financial stability and tenancy success. Provide monthly budget summaries to residents and other annual and introductory notices, as needed.
• Report changes in resident circumstances to SSA (e.g., hospitalization, income changes, address changes).
• Safeguard resident funds from misuse, fraud, or exploitation.
• Assist residents with financial education, budgeting, and accessing additional public benefits when appropriate.
• Maintain confidentiality and comply with HIPAA, SSA, and agency privacy policies.
• Participate in internal audits, SSA reviews, and agency compliance activities.
• Other tasks, as assigned by the Supervisor of Financial Case Management Services
• Remain current with all Agency required compliance documents and trainings.
Qualifications:
- • High school diploma or GED required, Bachelor's preferred
• Experience working with individuals with disabilities, mental health challenges, or vulnerable populations.
• Must possess strong financial management, organizational, and documentation skills and knowledge of or ability to learn SSA regulations and New York State benefit systems.
• Prior experience in a nonprofit, housing, or residential services setting a plus and familiarity with NYS Medicaid, SNAP, Section 8, and other housing subsidy programs.
• Bilingual a plus.

Salary- $58,000/yr - $60,000/yr
Position Requirements:High School Diploma or equivalent. Accounts payable, accounts receivable and bank reconciliation experience perferred. Analytical ability and proficient in Excel.
