Key Responsibilities

• System Design & Architecture: Collaborate with the Development Lead to define software architecture, select frameworks, and choose technologies for the modernized stack.
• Technical Leadership: Provide direction to development teams, mentor junior developers, and oversee project execution to ensure technical excellence.
• Strategic Collaboration: Work closely with stakeholders to translate business needs into technical requirements and align strategy with organizational goals.
• Code Quality & Governance: Lead code reviews, enforce design patterns, and ensure adherence to best practices for scalability and resilience.
• Troubleshooting & Optimization: Resolve complex technical issues and identify performance bottlenecks in an AWS environment.
• Documentation: Create and maintain comprehensive architectural documentation, technical specifications, and design decisions.

Required Skills & Experience

• Legacy Systems Expertise: 12+ years as an expert in all versions of the Perl Programming Language .
• Full Stack Development: 12+ years of experience with Java and React .
• Database Management: 12+ years of experience with MySQL and MariaDB .
• Cloud Architecture: 12+ years of experience designing and architecting Java applications specifically for AWS environments .
• Program Management: 12+ years of experience managing large, mission-critical software implementations for public owners.
• Communication: 12+ years of experience analyzing and reporting on project status, features, upgrades, and backlog management.

Highly Desired Qualifications

• Experience using AI to facilitate application development and testing.
• Application modernization experience on Azure platforms.
• Subject matter expertise in Construction Management .
