Job Summary

Financial Services Analyst, reporting to the Financial Services Manager, is responsible for fiscal, payroll, and reporting duties as well as enterprise IT procurement, billing, and cost-recovery allocations. This role requires a self-starter with strong problem-solving skills, a keen attention to detail, the ability to work in a fast-paced environment with ambiguous situations, and solid skills in project management. This role has regular interaction with various partner agencies county-wide and requires strong people skills.

Employees new to FCDC or promoted into new positions must successfully complete a 180-day probationary period, and all employees must adhere to current Employee Handbook policies.

Essential Duties and Responsibilities

  • Works with partner agencies, technical staff, and vendors to procure IT equipment in compliance with the Ohio Revised Code (O.R.C.) and Data Center Purchasing Policy.
  • Works with partner agencies and technical staff to bill and allocate monthly computer resources and annual miscellaneous IT costs in compliance with Federal OMB Circular A-87 and 2 CFR Part 225.
  • Processes Accounts Receivable and maintains year-to-date revenue and monthly aging reports.
  • Processes Accounts Payable and maintains State of Ohio Findings of Recovery, proper public procurement proof, Terms and Conditions, and proof of purchase documentation.
  • Processes Data Center payroll and time-off earned and utilized accounts.
  • Assist the Financial Services Manager in leading the monthly financial review process and present reports to leadership.
  • Develop and maintain dashboards that provide visibility to key business and financial inputs.
  • Work directly with the Financial Services Manager in driving the financial planning and budgeting process.
  • Provide analytical support on ad hoc projects.
  • Manage special projects with the aim of continuously improving and streamlining internal processes and financial reporting.
  • Ability to display complex quantitative data in a simple, intuitive format and to present findings in a clear and concise manner.
  • Highly analytical and detail-oriented, with demonstrated ability in problem-solving and root cause analysis.
  • Assist in the development and maintenance of a countywide asset management program.
  • Maintain and improve the renewal tracking and procurement process.
  • Process Data Center and countywide inventory from request for technology to recycling and destruction.
  • Responsible for verifying the accuracy of asset tracking information, identifying when county-owned IT assets are candidates for retirement, and initiating and overseeing the end-of-life cycle on county-owned assets.
  • Provide software utilization and compliance reports as needed.
  • Maintain a five-year hardware roadmap and submit recommendations for maintenance, consolidation, and end-of-life disposal while reducing risk and increasing ROI.
  • Partnering with the Prosecuting Attorney's office and Purchasing Department, procure technology hardware, software, and services per county and Data Center policies.
  • Performs all work with a sound sense of urgency. Provides high-quality deliverables in an efficient, timely, and courteous manner using the team's preferred culture
  • Ability to work independently and self-motivate to meet tight deadlines, prioritize workload across multiple projects, and achieve effective results in a fast-paced, ever-growing, and often ambiguous environment.

  • Ability to partner with senior leadership and provide technical and financial recommendations.
  • Ability to produce technical roadmaps
  • Ability to produce IT plans with business justification and outcomes

Education Level/Work Experience

NOTE: Relevant work experience years can be converted to formal education years at a ratio of 2:1 OR General IT support and/or system administration work experience years can be converted to network engineering experience years at a ratio of 4:1

Preferred: 2-year Associates or 4-year bachelor's degree

Required: High school diploma or equivalent

Preferred: 3 years of experience in accounting/financial services

Required: 1 year of experience in accounting/financial services with strong analytical skills and attention to detail

Preferred: 4-year bachelor's degree in finance, accounting, business, or a related field

Required: 2-year Associates or 4-year bachelor's degree

Preferred: 5 years of experience in accounting/financial services and 1 year of experience in the IT field.

Required: Strong analytical skills and attention to detail; 3 years of experience in accounting/financial services with the ability and desire to learn the IT field.
