This is an experienced management position within field operations. This employee must have a proven work experience as an assistant project manager in the construction industry showing the capabilities to manage all component parts of the project, to include project administration, supervision, engineering, subcontractors, vendors, owners, architects, consultants and governing authorities, etc.. This person should have mastered the requirements of an Assistant Project Manager and be able to take responsibility of the project financials, schedule, quality, subcontractor relationships and client relationship. Main emphasis for this position is to manage the project to accomplish the most economic and expeditious execution of the contract scope of work. This individual should be a self-starter, with leadership ability and will require minimal oversight for the overall management of the project.
Minimum qualifications:
- 7+ years of work experience in the construction industry in an engineering role.
- College Graduate with relevant experience:
- Computer skills including: Microsoft Office, Timberline, Smart Device, Procore, DropBox, PlanGrid, etc..
- Must be proficient in construction related computer software
- Capabilities of reading construction drawings and specifications.
- Must have knowledge of subcontracting, lien requirements, insurance coverages and other legal aspects of the industry.
- Understanding of AP/AR procedures, Owner financing, Cash Flow Management, Project Status Report, Subcontractor billing process and overall management of the project and related responsibilities.
- Must have the fundamentals to manage the project staff and foresee issues and work towards resolution.
- Must have ability to manage time.
Training/Certifications:
- Obtain OSHA 10 certification within the first 12 months of employment (OSHA 30 Preferred)
- Obtain First Aid / CPR certification within the first 12 months of employment
- Participate in the Byrne OE/PE/APM training and lead portions of the training.
- Review industry accreditations and certifications to work towards a self-directed certification that will benefit the individual and the company.
- 40 hours of training within a 12 month period.
Project Manager Activities during Preconstruction/Mobilization Phase:
- Preparation of the preliminary schedule for the project, with input from the Management Team and Superintendent. Create the basic logical flow for the master project schedule.
- Assist Estimating in review of alternate construction techniques, materials, means and methods, field operations, equipment needs for the project. This begins with complete review of the project manuals and to ensure compliance with the contract guidelines.
- Attend all project meetings during preconstruction, monitor design and development of the project plans and assist in establishing goals and milestones for the project, during the design and preconstruction phase. This includes the monitoring of activities to ensure the project schedule is maintained.
- Assist in the preparation and review of the cost estimate for the project.
- Oversight on the preparation of the project Welcome Package for subcontractors and ensure all documents comply with contract documents.
- Assist in the preparation of all bid packages, bids and estimates required during preconstruction.
- Oversee the development and maintenance of the project expediting and procurement logs to assess long lead-time items and establish procurement priorities.
- Review and approve all subcontract drafts for scope and project specific requirements.
- Manage all presentation documents.
- Manage the project constructability review studies.
- Manage the project utility set-up, temporary trailer set-up and office outfitting in conjunction with the project budget.
- Verify project permits have been received and are onsite prior to starting work.
- Perform duties as directed by the assigned Senior Project Manager, or Construction Manager.
- Manage/Create and Document the jobsite logistics plan, delivery routes, way finding signage, lay down locations, Muster Point, jobsite address and USPS requirements for jobsite mail.
- Subcontractor temporary trailers / facilities
- Coordinate and install site fencing as required by contract in coordination with project budget.
- Site drainage during construction

- Assist in procuring and posting all project required safety signage is coordinated with Byrne Safety Director, including a site specific safety plan onsite at all times.
- Manage the project Material Expediting Log to ensure deliveries are timely and coordinate with the project schedule. Senior Project Manager or Construction Manager will review monthly. Log shall be updated on a weekly basis and distributed to the project team members by the APM/PE/OE, as appropriate.
- Ensure that the project video and/or photo survey of the site is completed prior to starting work.
- Manage the Storm Water Pollution and Prevention Plan (SWPPP) setup and ensure that all notifications have been filed and posted.
- Verify that the applicable FAA notification of construction (FAA Form 7460-1) is submitted and approved for crane location, height, markings, lighting, etc. as required.
- Attend the Pre-Construction Meeting, document deliverables, with dates, and manage the meeting minutes, both creation and review.
- Verify all third party agreements are executed timely to ensure that a third party certification of the building property lines and building corners can be performed.
- Review and confirm fire protection plan, establish fire lanes, and provide extinguisher, etc., per OSHA guidelines, are in place.
- Manage the setup of all jobsite files, to include subcontractor agreements. Distribute copies to the project team, for their files and use.
- Attend Estimating buyout meetings with Subcontractors and assist in creating of subcontract scope for contracts.
- Participate with the Superintendent in creating the project security plan and jobsite logistics. Ensure a Jobsite Parking Release program and Visitor Release policy is implemented.

Project Manager Activities during Construction Phase:
Improve productivity and control costs
- Sole responsibility for project success and for development of the project team.
- Manage the Project Expediting Log and ensure timely submittal submission and timely deliveries.
- Lead the project team for updates to the Project Master Schedule and monitor all progress. Coordinate with Superintendent for any possible adjustments. Make sure all milestone dates are reviewed and any changes are immediately addressed.
- Perform thorough review of project documents and ensure scope coverage. Review for possible time and cost savings opportunities.
- Schedule and conduct Preconstruction Meetings with ALL subcontractors, whether required by specifications, or not.
- Monitor status of subcontracts and the execution of all documents. Assist Estimating with expediting subcontracts, receiving insurance certificates and receiving bonds, before subcontractors are allowed to begin work onsite.
- Manage the project team to ensure all project documentation is issued to all subcontractors.
- Monitor field purchases and make sure it complies with Byrne’s policies and procedures.
- Participate in all Preconstruction and Initial Project Meeting (Kick-off) with Owner and architect. Establish response time for submittals, RFI’s, Proposed Changes, etc.. Establish administrative procedures, paper flow, chain of command, Owner FF&E, change orders and other contractual requirements.
- Assist in implementing Superintendent generated safety and fire protection plan.
- Manage the billing procedures with Owner and communicate to Field Accountant prior to first billing. Manage the process for timely billing of subcontractors and billings to owner and manage the cash flow process. This shall include the timely payment from owners and managing payments to subcontractors.
- Keep immediate supervisor advised of job progress, delays or problems.
- Review and establish plan distribution procedures. Coordinate hard copies and/or electronic transfer and establish project protocol.
- Establish jobsite visitor procedures and ensure Visitor Release is executed.
- Establish site specific hard hat sticker policy and document compliance with the Byrne Safety Program requirements.
- Assign, and manage, onsite responsibility for maintenance of all contract documents and to ensure all information is being posted timely. This includes record-set documents and all as-builts. Monitor status on a monthly basis.
- Review and approve all material and Subcontractor monthly pay invoices. Manage all processing to comply with contract time frames and to ensure timely payments.
- Manage the scheduling of all project meetings, to include scheduling and distribution of meeting minutes if necessary. Agendas shall be sent out the day before the meeting. Ensure that all minutes are sent out within 3 days of the meeting. Publish and distribute all schedule updates and logs.
- Manage all outside contractors/subcontractors and verify insurance coverage and indemnification is provided to Byrne.
Provide Quality Workmanship
- Review subcontractor’s work and ensure work is performed in accordance with the plans and specifications. Routinely inspect all work for quality control.
- Review the project for construction tolerances for integrating different features of the work.
- Ensure that the completed features of work are properly protected by enforcing Byrne contract requirements for subcontractors to protect their work
Administer and Maintain the Project Safety Program
- Review site for general compliance with all OSHA regulations.
- Assist in enforcing Byrne’s PPE policy (including site specific training and hard hat stickers).
- Assist jobsite supervision in monitoring jobsite cleaning.
- Manage the Byrne Visitor Release program.
- Accompany visitors on tours of the jobsite when required.
- Monitor barricades, pedestrian walkways and scaffolding are in safe condition. Notify Superintendent of any safety concerns.
- Oversight for the project Hazcom Program including the collection of MSDS for Byrne, Subcontractor MSDS / Hazcom Manuals and training of Byrne employees. Provide necessary documentation to all project team.
Project Schedule
- Review and maintain schedule progress with the project staff. Manage the update of the “as built” schedule on a weekly basis at Owner/Architect/Contractor Meetings.
- Coordinate with the Superintendent to verify when all material and equipment will be required to be delivered. Ensure the information is posted on the Project Expediting Log and distribute to the project team.
- Assist in preparation of short-term schedules (3-4 week look aheads) for Superintendent, Foremen, project staff and subcontractor’s use in the daily detailed scheduling of their work. These schedules should be updated weekly at subcontractor meetings and should be generated off the project master schedule.
- Manage the project schedule to help enhance durations and/or mitigate impacts to the project.
Develop Good Relations and Business Development
- Continue to develop good relationships with the subcontractors, Owner, Architect and Consultants, the Job Staff, the Subcontractors, Government Officials, and with adjoining property Owners. (Remember that you are an important marketing representative of the Company.)
- Coordinating and provide jobsite social functions. Topping-out parties, etc., should be conducted in a professional manner and focused on team-building.
- Keep corporate abreast of any upcoming project opportunities. Market Byrne at all available opportunities and assist in business development.
Coordinate Subcontractor’s Field Activity
- Responsible for coordinating subcontractors to be onsite in accordance with the requirements of the project schedule and Superintendent’s needs. Ensure that they are onsite at least 2 weeks before their scope of work is schedule to occur.
- Participate in every subcontractor coordination meeting. Meeting will be held by either the Superintendent, or a member of the project management. Meeting minutes shall be prepared and distributed within 3 days of the meeting.
- Develop relationships with each subcontractor company and develop the trust to help expedite the project and avoid impact to the schedule, cost or quality of the project.
- Generate and distribute the current project schedule to all subcontractors, in the subcontractor meetings. Ensure all subcontractors understand the schedule and the dates required.
- Manage all subcontractor work so that it is done in compliance with the requirements of our contract with the Owner and with their subcontract with Byrne.
- Manage the back charge process and ensure that notification is given, in a timely manner, fair and equitable. Provide all necessary documentation to support the charges. Verify all charges with the Superintendent, before issuing.
- Review and approve all subcontractor monthly billing percentages.
- Assist the Superintendent in collecting Subcontractors Daily Reports and ensure Byrne daily reports are kept current and stored on the Byrne server.
- Assist Superintendent in ensuring that Subcontractors and Field Foremen are using current plans and that they are aware of approved changes.
- Manage the subcontractors to ensure they are not on the jobsite without current Certificates of Insurance, executed subcontract agreement and bonds. (If bond is required)
- Manage all necessary communications to ensure that all communications are being recorded appropriately, to document reports from Building Inspections, Materials Testing Firms, etc. or any other inspectors required by the contract documents prior to covering up any work.
Byrne Equipment Policies
- Review Byrne's monthly rental equipment billing for accuracy.
- Ensure Byrne equipment is managed and that all returns are handled in accordance with the contract documents. Returns shall be handled promptly and credited to the project.
Project Manager Close-Out Activities
- Manage the final inspection and certificate process to ensure all subcontractors have obtained theirs and that the Superintendent has all necessary assistance to obtain the project finals.
- Coordinate the turnover of all keys to owner with a signed transmittal.
- Assist Superintendent in the demobilization of all site temporary facilities.
- Ensure the test and balance has been run on all mechanical systems. Make sure all commissioning and TAB deficiencies have been addressed.
- Manage all Owner Training and coordinate with the Owner’s personnel. Make sure all documentation, to include videos, have been turned over to the Owner.
- Manage the documentation of the punch list and coordinate the scheduling of the Architect. Coordinate with the Superintendent to ensure all areas are ready.
- Assist in the issuance of the Certificate of Substantial Completion and Certificate of Occupancy for the completion of the project.
- Schedule and facilitate the Close-out Meeting and assign duties during the closeout and through the warranty period.
- Manage the warranty period, in conjunction with the Project Superintendent, to address any valid claims, or issues, and to bring to resolution in a timely manner.
- Conduct the 11-month walk-thru with the Owner, to document the closing of the warranty period and to address any issues, before the 1-year warranty period.
- Assist in compiling all O&M documents and Record Documents and transmit to the Owner and save on the Byrne server.
