Under the administration direction of the Chief of Police, the Assistant Police Chief is responsible for recommending budget updates, division policy suggestions, acting as the Chief of Police in the Chiefs absence, and supervising assigned employees.


Under the administration direction of the Chief of Police.

For purposes of 42 U.S.C. 12101

  1. Manage and supervise all assigned employees (e.g., schedule and assign tasks; interview job applicants; recommend the hiring of job applicants; recommend discipline; evaluate performance; receive and adjust grievances or employee complaints; approve and recommend the approval of leave requests; attend or participate in meetings in which policy questions are reviewed or discussed; develop and implement policy; recommend policy changes; participate in personnel relations activities; has unlimited access to financial data used in the payroll and benefit budgeting process; has access to financial data used in monitoring department revenue/income, etc.).
  2. Manage and direct operations of the Division of Police under the oversight of the Chief of Police; recommend and enforce division policies and procedures; conduct internal investigations; recommend division budget and expenditures; represent Police Chief in Chief's absence; perform essential job functions of a police supervisor in a subordinate rank and of a police officer as required.
  3. Develop and implement communication strategies for the division; represent the division of police with media contacts; respond to citizen inquiries; represent the division of police on internal and external committees.
  4. Operate division vehicles and equipment responsibly at all times and in adverse weather conditions; use the amount of force necessary to enforce laws, apprehend suspects, and protect persons and property; ensure compliance with general orders, policies, and procedures.
  5. Meet all job safety requirements and all applicable safety standards that pertain to essential functions; must demonstrate regular and predictable attendance; maintain required licenses and/or certifications.
  6. Performs other duties as assigned.

EQUIPMENT OPERATED: The following are examples only and are not intended to be all inclusive:

Calculator, computer, computer software (e.g., Microsoft Office, and other applicable computer software programs), mobile phone, copier, scanner, telephone, postage machine, and other standard modern business office equipment, motor vehicle, and duty belt tools (firearms, ASP baton, taser, handcuffs, etc.).

  • Possession of a bachelors degree in criminal justice, or a related field; and
  • Ten (10) years of experience in police work.
  • Must possess and maintain a OPOTA certification. Completion of one or more of the following command training courses within one (1) year employment: FBI National Academy, Southern Police Institute, Certified Law Enforcement Executive (CLEE), Police Executive Leadership College (PELC) or Northwestern University School of Police Staff and Command or equivalent.
  • Must possess and maintain a valid State of Ohio drivers license and must remain insurable under the Citys vehicle insurance policy.
  • Any combination of education, training, and/or experience equivalent to the minimum qualifications stated above.

KNOWLEDGE, SKILLS, AND ABILITIES: (Indicates developed after employment)

KNOWLEDGE OF: division policies and procedures; federal, state, and local laws relating to law enforcement and police procedures and methods; law enforcement administration; supervisory principles and practices; investigation techniques; criminal justice; city goals and objectives; city policies and procedures.

SKILL IN: use of modern office equipment and software; use of restraint devices; use or operation of firearms; motor vehicle operation; critical thinking, judgment, and decision making.

ABILITY TO: recognize unusual or threatening situations and take appropriate action independently; establish and maintain effective working relationships with staff, City officials, community organizations, and the general public; promote an efficient work environment; interact with the public under a variety of circumstances; work unusual hours and flex shift assignments; train and develop staff; demonstrate professionalism; apply management principles to solve agency problems.

PHYSICAL REQUIREMENTS / WORK ENVIRONMENT:

Has exposure to chemical compounds found in an office environment (e.g., toner, correction fluid, etc.); ascends and/or descends ladders, stairs, or scaffolds; is exposed to possible injury from extremely noisy conditions above 85db; is exposed to possible injury from hazardous gases, chemicals, flammables, or air contaminants; is exposed to possible injury due to unclean or unsanitary conditions; works in or around crowds; has contact with potentially violent or emotionally distraught persons; has exposure to potentially vicious animals; has exposure to life threatening situations; has exposure to fire; has exposure to hot, cold, wet, humid, or windy weather conditions; has exposure to extreme non-weather related heat or cold; has exposure to hazardous driving conditions; works second or third shift; this is considered light work and the employee must demonstrate the ability to perform the physical demands required of the position in accordance with the U.S. Department of Labors physical demands strength ratings.
