Job Description
Halo Angels Children's Services (HACS) is seeking an experienced, organized, and
mission-driven Director of Human Resources and Administration to provide leadership
and oversight of the agency's human resources and administrative functions. This
position is responsible for human resources management, recruitment and onboarding,
payroll administration, benefits administration, personnel records management, employee
relations, training coordination, licensing personnel compliance, and policy development.
The Director of Human Resources and Administration plays a critical role in supporting
the agency's workforce, ensuring compliance with employment laws, licensing
requirements, organizational policies, and best practices. This position works
collaboratively with executive leadership, program leadership, and administrative staff to
promote a positive, compliant, and mission-focused workplace culture.
Essential Duties and Responsibilities
Provide leadership and oversight of all human resources and administrative functions.
Develop, implement, and maintain human resources policies, procedures, and practices.
Manage recruitment, interviewing, hiring, onboarding, and employee orientation
activities.
Coordinate employee background checks, central registry clearances, and employment
eligibility requirements.
Administer payroll processes and ensure accurate and timely payroll administration.
Oversee employee benefits administration including health insurance, retirement plans,
leave programs, and employee assistance programs.
Maintain personnel files and ensure confidentiality and compliance with applicable laws
and licensing requirements.
Ensure personnel records meet Michigan Child Placing Agency licensing requirements
and agency standards.
Coordinate employee training, professional development, and workforce development
activities.
Track mandatory training requirements and ensure compliance with licensing and
regulatory standards.
Provide guidance and support regarding employee relations, performance management,
disciplinary actions, and conflict resolution.
Assist leadership with organizational development, employee engagement, retention
initiatives, and succession planning.
Monitor compliance with federal, state, and local employment laws and regulations.
Support risk management, workplace safety, workers compensation, and administrative
compliance initiatives.
Prepare reports, workforce metrics, and human resources documentation as requested.
Support continuous quality improvement and organizational effectiveness initiatives.
