The Ohio Adjutant General's Department is seeking a highly skilled, service-minded professional to serve as a Senior Financial Analyst within the State Finance operation. This position plays a key role in supporting compliant, timely, and mission-focused procurement and fiscal operations that help keep the agency running effectively.
What You'll Do
In this role, you will perform advanced procurement and fiscal analysis, review complex purchasing transactions, ensure compliance with state and agency requirements, and support management decision-making through reporting and issue resolution. You will also serve as a technical resource to staff and customers by providing guidance, training, and work direction on purchasing and fiscal procedures.
Key Responsibilities
- Review, analyze, and process procurement and fiscal transactions to ensure compliance with applicable laws, rules, policies, and procedures.
- Evaluate Agency Purchase Requests, requisitions, supporting documentation, funding information, and purchasing methods for completeness and accuracy.
- Determine appropriate fiscal action, resolve complex issues with limited direction, and recommend corrective action when transactions do not meet policy or documentation requirements.
- Return or reject transactions requiring correction and provide guidance on needed revisions.
- Support procurement-related activities involving contracts, memorandums of understanding, Controlling Board requests, subsidy activity, and capital improvement payment processing.
- Analyze expenditures, encumbrances, disbursements, and related fiscal data to identify trends, issues, risks, and opportunities for improvement.
- Prepare, review, and interpret reports using systems such as OhioBuys, OAKS FIN, OAKS BI, and related tools.
Collaborate with Fiscal Office staff, program managers, vendors, and other stakeholders to resolve discrepancies and maintain accurate records.
- Train staff and customers on purchasing and fiscal procedures, answer technical questions, and review work for accuracy and compliance.
- Support continuous improvement by identifying recurring issues and recommending process or documentation enhancements.

Strong candidates will demonstrate:
- Experience in accounting, finance, fiscal operations, procurement, or a closely related area
- Ability to analyze financial information, identify issues, and recommend appropriate action
- Strong working knowledge of fiscal controls, purchasing requirements, and internal compliance expectations
- Experience using financial, procurement, or ERP systems and advanced spreadsheet tools
- Ability to provide training, work direction, and technical guidance to others
- Strong written and verbal communication skills
- Ability to build effective working relationships with customers, coworkers, and leadership
Preferred Qualifications
Experience with public sector procurement and fiscal operations
Experience reviewing requisitions, APRs, contracts, and fiscal documentation for compliance
Experience with OhioBuys, OAKS FIN, OAKS BI, or similar ERP/reporting systems
Experience preparing ad hoc reports, analyzing spending activity, and resolving transaction issues
Experience training others on fiscal or purchasing procedures
Experience working in a mission-driven, highly regulated, or government environment

Minimum qualifications for this classification include one of the following:
Completion of a graduate core program in business administration, accounting, finance, or a related field and 6 months of experience or training in accounting and/or finance, including advanced spreadsheet experience.
Completion of an undergraduate core program in business administration, accounting, finance, or a related field and 18 months of experience or training in accounting and/or finance, including advanced spreadsheet experience.
At least 3 years of experience or training in accounting and/or finance, including advanced spreadsheet experience.
At least 12 months of experience as a Financial Analyst with the State of Ohio.
The equivalent of the minimum class qualifications for employment.
