What will you do?

  • Serves as Payroll & Benefits Administrator in the Ohio Department of Developmental Disabilities: Oversees, manages & implements central office & developmental center processing for payroll, health, dental, vision, disability, workers compensation, including occupational injury leave (OIL) & salary continuation, Take Charge, Live Well, supplemental insurance, adoption childbirth, military leave etc. Formulate & implement policies & procedures regarding benefits processing; sets goals for benefits management office, & looks for ways to improve &/or streamline benefits processing (e.g., develop best practices, looks for trends, issues & practices that benefit or inhibit efficient processing of claims); ensure all payroll, payroll adjustments (e.g., disability, wage adjustments, etc.), benefits issues, changes & amendments are properly handled & administered for all staff; ensures payroll & benefits processing is in conjunction with relevant policies, procedures & collective bargaining agreements; sits in on relevant committees to represent agency for payroll & benefits related issues (e.g., DAS payroll/benefits committees); ensures payroll/benefits updates & notices (e.g., The Weekly, email, etc.) are communicated &/or delivered to all relevant staff, via email, intranet, US mail, etc. & information from communications is implemented agency-wide; serves as liaison between the Department of Administrative Services (DAS)/Benefits/Payroll, benefits providers (e.g., Insurance Companies), & relevant DODD staff; problem solves difficult issues regarding payroll/benefits processing (e.g., calculates missed deductions, changes in coverage, misc. OAKS & Kronos issues), provides technical expertise on benefit issues to central office employees & human resources staff; enters & reviews benefits information in Ohio Administrative Knowledge System (OAKS) computer system to assure accurate & timely delivery of benefits to employees; researches & resolves benefits issues; notifies employees of changes in benefits; runs appropriate daily/weekly reports to ensure proper coverage is maintained & checks OAKS for needed changes for employee benefits coverage; manage/direct open enrollment program: facilitates communication to all staff regarding benefits, ensures deadlines are met, ensures proper notices are displayed, etc. Facilitates disability program with third party administrator (TPA): ensures timelines are met, coordinates disability benefits (e.g., direct employees to contact TPA, explains program procedures, communicates with supervisors/timekeeper/payroll regarding leave status, assists employee in resolving problems related to disability leave benefits).

  • Processes workers compensation, salary continuation/OIL requests: ensures proper completion of paperwork, adheres to timelines, communicates with relevant agencies/entities (e.g., Bureau of Workers compensation, physician offices, etc.), works with payroll for proper coding of claims; ensures dental & vision benefits are properly processed (e.g., after one year of state service, ensure proper & timely notice to employee & appropriate OAKS enrollment); manages Wellness Program for the department (e.g., Take Charge, Live Well, etc.); keeps staff up-to-date on notices, develops initiatives for department to encourage healthy lifestyles, etc. Keep deputy director up-to-date on relevant changes & changes affecting the state & the agency; supervise human capital management analysts in implementation of programs: interview & hire staff, completes performance evaluations, approves time off requests (TORs), ensures proper training & work direction.

  • Ensures coordination of Family Medical Leave Act program (FMLA) (e.g., determines employee's eligibility for FMLA benefits, assists in completing related forms, coordinates renewal paperwork with employees & tracks in database) with current leave program & independent claims; keeps up-to-date on various updates from DAS on health & Wellness, changes in coverage or providers, benefits, etc. Answers questions from employees & staff, providing technical assistance.

  • Develops & provides training for staff on payroll/benefits processing for all programs; attends training sessions & meetings to keep updated on Kronos, OAKS & other HCM related issues (e.g., webinars, meetings); trains HCM staff on Kronos & OAKS processes, payroll/benefits processing; attends DAS & other training sessions/meetings to keep updated on human resources policies/procedures; performs other duties as requested.

Completion of undergraduate core program in human resources, business or public administration; 36 mos. exp. in human resources management or administration which included 18 mos. exp. in supervisory &/or managerial principles & techniques.

  • Or completion of graduate core program in human resources, business or public administration; 24 mos. exp. in human resources management or administration which included 18 mos. exp. in supervisory &/or managerial principles & techniques.
  • Or 12 mos. exp. as Human Capital Management Manager, 64615.
  • Or equivalent of Minimum Class Qualifications For Employment noted above.
