SUMMARY:

This is specialized work in the administration and supervision of human resources, training and organizational development. The HR Director is responsible for the direction of the organizations Human Resource Department including the development and administration of policies in accordance with federal, state and county rules and regulations, strategic planning, talent development, recruiting, employee relations, succession planning, training, wellness, diversity and inclusion, compensation and benefits, etc.

The HR Director must strive to meet the UCBDD published Mission Statement and exemplify the UCBDD defined Core Values.

QUALIFICATIONS:

Education/Experience

  • Bachelors Degree in HR, Psychology, Business, Sociology or relatedfield.
  • Masters Degree in Human Resources, Administration, Business or related field preferred.
  • Three (3) years of management/supervisoryexperience

Other

  • SHRM-SCP or SPHR certification preferred.
  • Proven ability to effectively communicate and foster open communication with a wide variety ofstakeholders
  • Experience with human resources compliance rules andlaws
  • Experience developing and trainingemployees
  • Excellent computer skills with proficiency in Microsoftproducts
  • Experience writing policies andprocedures
  • Ability to pass pre-employment drug screen, background and registrycheck
  • Possess a valid drivers license with less than 6points

PRINCIPAL ACCOUNTABILITIES:

Evaluation of this position is based primarily on performance of the following essential functions, which include, but are not limited to:

  1. Performs high-level planning and organizing, undertaking interactions with a wide scope of people as part of the analytical and information gathering process for the development of policies and procedures. participating in presentations to the Board, employees, community and other officials when required. Timely processing of all Human Resources requests
  1. Supervision is exercised over HR staff members as per the agency table of organization.
  1. Plans, leads, develops, coordinates, and implements policies, processes, training, initiatives, and surveys to support the organizations human resource compliance and strategy needs.
  1. Administers or oversees the administration of human resource programs including, but not limited to, compensation, benefits, and leave; disciplinary matters; disputes and investigations; performance and talent management; productivity, recognition, culture, training and development.
  1. Identifies staffing and recruiting needs; develops and executes best practices for hiring and talent management.
  1. Monitors and ensures the organizations compliance with federal, state, and local employment laws and regulations, and recommended best practices; reviews and modifies policies and practices to maintain compliance.
  1. Maintains knowledge of trends, best practices, regulatory changes, and new technologies in human resources, talent management, and employment law; applies this knowledge to communicate changes in policy, practice, and resources to upper management.
  1. Develops and implements departmental budget.
  1. Facilitates professional development, training, and certification activities for employees and coordinates training events.
  1. Conducts interviews or assists in the interview process and makes selection recommendations to the Superintendent.
  1. Maintain all personnel documentation in accordance to UCDBB Record Retention Policy.
  1. Responsible for the new hire orientation process and maintains a thorough knowledge of various new hire requirements for all positions within the agency. Conducts various parts of the orientation process and coordinates other experts to conduct training in specific areas.
  1. Counsels employees on employment problems and acts as liaison with Employee Assistance Program. Works with supervisory employees providing guidance and advice regarding employee problems especially as they relate to job performance.
  1. Drives agency culture initiatives.
  1. Acts as designated Hearing Officer for disciplinary matters
  1. Provides guidance and oversees the employee injury process for the agency.
  1. Assures that personnel files and records are maintained in compliance with rules, regulations and policies regarding content, review and confidentiality.
  1. Acts as the HIPAA Privacy Officer and advises and tracks HIPAA compliance and practices.
  1. Develops and reviews record systems and tracks departmental progress.
  1. Point Person for all Public Records Requests

SUCCESS FACTORS:

To successfully perform this job, the following training, knowledge, skills and abilities are required.

Required Training: All UCBDD employees shall be required to complete all general mandatory training. These include, but are not limited to, bloodborne pathogens, emergency communications, hazardous communications, slips/trips/falls, personal protective equipment, sexual harassment, drug free work place, violence in the workplace, MUI and fire prevention.

Knowledge: Proficient with computers and applicable software, ability to use general office equipment. Working knowledge of client rights, federal, state and UCBDD programs and HIPAA. Knowledge of applicable statutes, regulatory standards and reporting authorities

Language/Mathematical Skills: Ability to communicate effectively, both orally and in writing. Ability to perform basic math skills.

Reasoning Ability: Must be skilled in group facilitation and/or mediation, conflict resolution, crisis intervention, project planning, project management and complex problem solving.

Other: Must utilize a variety of communication styles to create mutually acceptable solutions. Must conduct in-depth analyses to identify risk factors and more significant underlying issues. Must make decisions in complex situations, using sophisticated decision-making tools. Monitors effectiveness of decisions made in light of overall impact. The working environment is primarily in a community setting, but will require attending meetings outside of the office setting. The employee may be exposed to adverse weather conditions while driving and may be exposed to blood-borne pathogens, communicable diseases, potentially infectious materials and/or aggressive behavior.
