Title: Executive Director of Personnel and Planning
The Executive Director of Personnel and Planning provides strategic leadership and oversight for the District's human resources functions and long-range operational planning. This position ensures effective recruitment, development, and retention of high-quality staff while also overseeing the directors who have responsibility for facilities, maintenance and operations, and technology planning to support safe, efficient, and future-focused learning environments.
The Executive Director serves as a key advisor to the Superintendent and works closely with district leadership to align personnel systems and operational planning within the District's mission and strategic goals.
Qualifications:
- Master's degree in Educational Leadership.
- Idaho Administrative Certification (or ability to obtain).
- Successful experience in school leadership. District leadership experience is helpful but not required.
- Demonstrated experience in human resources management, personnel supervision, and organizational planning.
- Knowledge of Idaho education law, certification requirements, and employment practices.
- Strong interpersonal, communication, and conflict resolution skills.
- Ability to manage complex systems with integrity, discretion, and sound judgment.
Essential Duties and Responsibilities:
Human Resources Leadership
- Direct and oversee all district human resources functions for certified and classified staff.
- Ensure compliance with federal, state, and local employment laws, and district policies.
- Oversee teacher, administrator, and pupil services certification processes and ensure accurate state reporting related to certification and staffing.
- Lead strategic recruitment efforts to attract and retain high-quality educators and support staff.
- Oversee onboarding processes for all certified and classified employees to ensure a positive and supportive transition into the district.
- Develop and implement staff retention strategies and workforce planning initiatives.
- Provide guidance and support to principals and supervisors regarding personnel matters, including employee performance, investigations, corrective action, and conflict resolution.
- Support administrators in conducting effective interviews and hiring processes.
- Manage complex and sensitive personnel issues with professionalism, confidentiality, and sound judgment.
- Oversee employee evaluation systems in alignment with district policy and state requirements.
- Supervise maintenance of accurate personnel records and ensure timely and accurate HR reporting.
Planning and Operational Oversight
Facilities, Maintenance, and Operations
- Supervise the Director of Maintenance and Operations.
- Provide oversight for district facilities, custodial services, grounds, capital improvement planning, and long-term facilities planning.
- Consult with Director of Maintenance and Operations on development and implementation of multi-year facilities and utilization plans.
- Contribute to building capacity analysis and enrollment projections to inform facility usage decisions.
Technology Oversight
- Provide supervisory oversight for the Director of Technology.
- Ensure proper oversight of district technology systems support instructional goals, operational efficiency, cybersecurity, and data integrity.
- Consult with Director of Technology on long-range technology planning, infrastructure upgrades, and integration of instructional technology.
Strategic Planning and District Leadership
- Participate in district strategic planning and organizational development efforts.
- Analyze enrollment trends and staffing projections to inform long-term district planning.
- Assist in budget development related to personnel, recruiting and staffing.
- Present reports and recommendations to the Superintendent and leadership teams.
- Assist the Superintendent with development and revision of board policies related to personnel and operations.
- Foster a culture of professionalism, collaboration, accountability, and service.
Physical and Work Environment
- Primarily office-based with regular visits to school sites and district facilities.
Occasional evening meetings (Board meetings, community meetings, staff events).
Other Duties and Responsibilities:Performs all other duties as assigned
Terms of Employment:
The exact terms of this position will be determined by the needs of the district and budgetary constraints. Benefits will be in accordance with approved board policy. Salary will be $120,000-145,000 depending on years of experience and education.
Evaluation:Performance of this position will be evaluated by the Superintendent or designee.
