The Manager of Human Resources Leads, develops and directs human resource strategies and services to meet the needs of Visiting Nurse Services Westchester. Duties and Responsibilities Sets strategic and operational direction for all major services of Human Resources including but not limited to: talent acquisition and retention, compensation/performance management, benefits, employee and labor relations, human resource systems and leader and culture development.
- Develops and provides leadership for all talent acquisition and retention activities, assessing retention trends, market conditions and budget constraints to meet talent needs of assigned affiliates.
- Develops and revises human resource policies and guidelines to reflect affiliated agency practices, trends in human resources and mandates of state and federal law.
- Assessing economic objectives in developing compensation practices, drafting and assessing changes in position descriptions to reflect changes in affiliated agency operations and legal requirements.
- Assesses accuracy of human resource systems and data ensuring compliance reporting and human resource records are consistently updated and corrected as needed.
- Develops standard reporting requirements with HRIS Administrator to monitor application of policies, elements of CBA, pension, benefit designs and applicable pay or HRIS policies.
- Conducts strategic and economic analysis of all benefit plans assessing market trends, agency positioning and employee needs.
- Identifies design changes, develops annual open enrollment communication and related activities and meets all stated deadlines for annual open enrollment. Oversees and audits monthly billing for all health and welfare benefits and UEC.
- Acts as a coach and confidential leader in addressing employee, leader or labor issues or concerns.
- Provides consistent counsel and addresses larger organizational issues with appropriate parties developing a human resource position that supports agency practice. Fosters team spirit in delivery of employee events.
- Drives strategic and operational position with collective bargaining unit conducting regular labor-management meetings to address concerns or questions, developing economic and non-economic strategic for contract negotiations and hearing grievances or arbitrations on behalf of VNSW.
- Develops annual department and agency salary budget for each fiscal year.
- General Human Resource Customer Support.
- Advocate and promote positive company culture.
- Participates with and supports the Human Resource team in any and all organizational surveys, open enrollment, new employee orientation rotation and other related changes or projects.
- Answers employee questions and makes employee referral to other human resource team members as necessary ensuring a high level of service to the employee
- Bachelor’s degree in human resources management/or business administration from an accredited college or university. Bachelor’s considered if demonstrated experience meets essential functions of position
- Minimum seven (7) years human resources experience. Health Care industry experience preferred.
- Knowledge of sound human resources managerial practices.
- Ability to plan and perform diversified duties requiring analytical judgment.
- Ability to interact with staff on various organizational levels.
- Innovative and motivated to continuously improve internal systems and Agency results.
