The Administrative Officer position located in the Office of Community Care at the Chalmers P. Wylie VA Ambulatory Care Center serves on major management committees and special task forces as assigned, addressing issues on resource utilization, internal controls, and other operational areas related to the management of a health care delivery system. The incumbent develops and directs all administrative functions of the Community Care scheduling service line and is a subordinate only to the Chief
MAJOR DUTIES AND RESPONSIBILITIES
- The incumbent provides and assists in the overall administrative management for Community Care. Duties include, but are not limited to, interpreting administrative policies, developing, and implementing local policies, defining administrative requirements and/or providing guidance and recommendations to top management on related issues, statement of work, market research, information security, quotes, and other documentation necessary for program services.
- Maintains administrative systems, prepares administrative paperwork, and advises on requirements. Incumbent is responsible for executing quality assurance work involving systematic prevention of defects, nonconformance to regulations and standards, identification of unsatisfactory trends and conditions and correction of factors contributing to defective work processes.
- Develops, evaluates, and modifies organizational structure and systems to achieve Community Care program goals based on service and programmatic guidance. Special consideration must be given to the integration of internal administrative and clinical policies, to the standard and requirements of various regulatory and accrediting bodies, and to the impact of internal policies on outside entities, including but not limited to other VISN Medical Centers and community at large.
- Provides guidance to service program coordinators or management staff on a variety of matters. Takes the lead in ensuring that recurrent processes in the Service are well designed, coordinated, and current. Independently resolves problems and/or issues based on knowledge of regulations, standards and operational need.
- Participates with the Service Chief in reviewing needs, plans, and goals to develop budget data and justification for review and approval for personnel, new equipment, replacement equipment, supplies and contracts. Advises the Chief on budgetary and finance issues.
- Provides technical and administrative supervision to a unit of 1 or more Program Support Assistant, GS-0303-05, 3 Supervisory MSA (Administrative Oversight) GS-0679-08
- Serves as an Advanced Data Processing Applications Coordinator (ADPAC) for Community Care and is delegated responsibility for formulating plans and evaluating the administrative management of the service Advanced Data Processing applications and requirements. The incumbent serves as a point of contact on all matters relating to computer applications. Acts as a liaison between Community Care and the VACOHS Office of Information Technology on all matters relating to computer applications. He/she serves as a Cerner superuser and troubleshoots issues with Cerner pertaining to the Community Care service line.
- Assumes responsibility for educating Community Care staff related to VISN and VACOHS computer applications pertaining to work of the Service. He/she develops lesson plans, training outlines and course materials for training courses as needed and conducts or oversees this training. He/she assists Community Care management and staff in using computer applications and methods to present program related data in meaningful ways. S/he attends regular meetings as the Community Care representative.
