Position Overview

The Illinois Department of Children and Family Services is seeking an organized, professional, and results oriented individual to serve as Cook County Business Office Accountant. Under general supervision, this position will independently examine and reconcile payment discrepancies as indicated by the Board Suspense Report. The position will analyze data and reports of financial and program review of activities, while also serving as designated lead worker to lower level accounting staff. The position will also review policies and procedures established by both federal and state statutes and regulations in order to determine violations and non-compliance. Essential Functions
  • Serves as Cook County Business Office Accountant
  • Serve as designated lead worker to lower-level accouting staff
  • Reviews policies and procedures established by both federal and state statutes and regulations in order to determine non-compliance
  • Assists in ordering commodities, equipment, and field equipment, following state purchasing policies and procedures
  • Serves as regional liaison to the Travel Coordinator
  • Monitor blankets obligations
  • Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above.
Minimum Qualifications
  • Requires knowledge, skill, and mental development equivalent to completion of four years of college, with courses in business administration and accounting OR four years of technical accounting experience.
  • Qualifying state employees in the employee Upward Mobility Program may complete combinations of specific proficiency tests and training programs leading to a certificate of proficiency in lieu of the stated requirements for this classification.
Preferred Qualifications
  • 2 years of experience in an office setting applying elementary knowledge of professional accounting and auditing theory, principles, methods, and procedures.
  • 2 years of experience in an office setting applying elementary knowledge of the laws, rules, and regulations relating to state or non-state accounting or auditing procedures.
  • 2 years of experience in an office setting performing detailed work involving the application of accounting theory to routine accounting or auditing problems.
  • 2 years of experience in an office setting evaluating accounting problems of moderate difficulty and analyzing and interpreting less complex accounting records and reports.
  • 2 years of experience in an office setting performing detailed work involving written or numerical data and making mathematical calculations rapidly and accurately.

The Illinois Governmental Ethics Act (5 ILCS 420/4A et seq.) requires certain state officials and employees to file annual Statements of Economic Interest with the Office of the Secretary of State that will be made available for examination and copying by the public. All employees required to file a Statement of Economic Interest are also required to file the Supplemental Statement of Economic Interest with the Executive Ethics
Commission. (See Executive Order 15-09) Fines and penalties apply to untimely filings.
