Aha Macav Housing Entity

Position Summary

The Housing Executive Director is responsible for the overall leadership, administration, and strategic direction of the Aha Macav Housing Entity. This position oversees all housing programs, housing units, new construction, renovation and modernization projects, maintenance operations, financial management, compliance, and staff supervision.

The Executive Director ensures that all programs operate in full compliance with HUD regulations, NAHASDA requirements, and the Entity’s adopted operating policies while maintaining the financial integrity and long-term sustainability of the housing programs to meet the housing needs of the community.

Essential Duties and Responsibilities

Program Administration & Compliance

  • Directs and administers all housing programs in accordance with HUD regulations, NAHASDA requirements, and the Entity’s operating policies.
  • Ensures timely and accurate submission of required monthly, quarterly, and annual reports to the Tribal Council/Board of Commissioners and funding agencies.
  • Maintains compliance with all HUD reporting requirements and regulatory deadlines.
  • Maintains a current library of applicable regulations, handbooks, notices, and operating policies.
  • Maintains strong working relationships with HUD Grants Management and Grants Evaluation Specialists.

Policy Development & Governance

  • Administers and enforces all housing policies and procedures.
  • Drafts revisions to operating policies as required by regulatory or programmatic changes for approval by the Tribal Council/Board of Commissioners.
  • Trains staff to ensure consistent interpretation and application of policies.
  • Provides regular written and verbal reports to the Tribal Council/Board of Commissioners regarding operations, budgets, grants, development projects, and housing issues.

Financial Oversight & Budget Management

  • Develops, administers, and monitors departmental and program budgets.
  • Ensures expenditures and revenues are monitored to prevent budget overruns.
  • Reviews and approves invoices, vouchers, contractor payments, and other financial transactions, ensuring proper documentation and compliance with funding requirements.
  • Commissions and oversees completion of the Entity’s annual independent audit in accordance with HUD requirements.
  • Submits required financial reports to funding agencies within prescribed timeframes.
  • Ensures the integrity and financial stability of all housing programs.

Construction, Development & Maintenance

  • Oversees all new construction, renovation, rehabilitation, and modernization projects to ensure timely completion within budget.
  • Manages the maintenance department to ensure all housing units and common areas are maintained in safe, sanitary, and habitable condition.
  • Coordinates annual inspections of Low Rent and Homebuyer units.
  • Oversees vacancy turnaround repairs and rehabilitation activities.
  • Ensures environmental compliance for development projects.

Procurement & Contract Administration

  • Oversees procurement and contracting functions in compliance with HUD regulations, NAHASDA, procurement policies, and Indian preference requirements.
  • Ensures open and fair competition in procurement processes.
  • Monitors contracts to ensure proper and timely delivery of goods and services.
  • Pursues remedies for contractor deficiencies and invokes contractual penalties when appropriate.

Rent Collection & Legal Coordination

  • Oversees rent and payment collection in accordance with Entity policies.
  • Coordinates eviction actions with legal counsel when necessary to secure payment or pursue lawful eviction proceedings.

Leadership & Workforce Management

  • Recruits, directs, supervises, and evaluates all staff.
  • Ensures effective workforce management through performance standards, evaluations, training, and corrective action when necessary.
  • Promotes professional development and accountability across all departments.

Representation & External Relations

  • Represents the Housing Entity in meetings with Tribal, local, state, and federal officials.
  • Performs special assignments as directed by the Tribal Council/Board of Commissioners.

Salary: $75,000 - $80,000 per year  (we will provide relocation assistance)
