Individual maintains computer networks and provides technical support to associates and agency employees. Installs and configures hardware and software and troubleshoots technical issues. Individual reports directly to the Business Administrator.

Associate degree in computer science, information technology, or a related field, plus a minimum of two (2) years of experience working with Job and Family Services systems or in a related information technology role OR an equivalent level of experience to encompass the education and experience required combined with a demonstrated ability to manage and lead subordinate personnel.

Must possess a valid Driver's License and acceptable driving record.

All required licenses and certificates must be maintained as a condition of continued employment.

ESSENTIAL JOB FUNCTIONS:

  • Plans, organizes, and directs work activities of assigned staff; provides ongoing feedback, conducts performance evaluations, supports employee development, and administers corrective action as appropriate; ensures staff

compliance with organizational and department policies, work rules, and operational procedures, consulting with management and HR on personnel matters as needed;

  • Reviews and approves employee time sheets, leave requests, overtime, and work schedules to ensure adequate coverage and compliance with county and department requirements; communicates scheduling expectations to staff;
  • Acts as the Technical Point of Contact (TPOC), initial point of contact between county agency information technology environment and ODJFS;
  • Assigns work; trains employees; evaluates employee performance; reviews employee time sheets, authorizes overtime and approves leave requests; ensures effective communication of information to employees;
  • Performs installations, configurations, and troubleshoots hardware, software, systems, networks, printers, scanners, fax, phones, and security systems;
  • Responds timely to service issues and requests;
  • Submits access requests to appropriate departments to ensure necessary systems and software are accessible;
  • Assists individuals with account setup and ensures system access is in place;
  • Repairs and replaces equipment when possible, and coordinates service calls when necessary;
  • Troubleshoots technical issues to determine plan of action to reach a resolution;
  • Procures materials and services for the agency as assigned adhering to County, state and federal requirements;
  • Prepares recommendations for technology and facility equipment upgrades and updates to facilitate budget preparation;
  • Develops monthly and quarterly reports to track IT incidents;
  • Performs quality assurance and ensures confidentiality and cyber security is maintained;
  • Manages implementation or new hardware, software, programs, processes, and ensures end users receive necessary training;
  • Attends conferences, workshops and trainings to obtain or maintain knowledge of current technology;
  • Maintains and updates agency website and SharePoint Site;
  • Processes, files and distributes incoming and outgoing documentation, correspondence and telephone inquiries;
  • Interprets and implements Federal and State regulations including staying abreast of legislative changes and mandates
  • Works outside of typical work schedule/business hours as required;
  • Performs typing, word processing, and related computer operations;
  • Demonstrates regular and predictable attendance; and
  • Other tasks as assigned.

NON-ESSENTIAL JOB FUNCTIONS:

Performs related Essential/Non-Essential functions as required.

I. JOB REQUIREMENTS:

Equipment: Ability to operate a variety of office equipment such as computer, copier, telephone, IPad, calculator, FAX machine, VCR/DVD player, and other equipment necessary to perform duties. Individual uses personal protective equipment as necessary. Ability to safely operate a motor vehicle is required.

Critical Skills/Expertise:

  • Thorough knowledge and the ability to create and work in computer applications such as Word, Excel, PowerPoint, Access, SharePoint, Teams, and intranet/internet functions;
  • Ability to interpret and apply technical material to troubleshoot, upgrade, update, repair, or request maintenance;
  • Knowledge of the Ohio Revised Code and internal administrative and financial procedures;
  • Knowledge of the fundamentals of fund accounting and financial reporting principles and practices;
  • Ability to interpret and implement policies, procedures and governmental codes;
  • Ability to work independently and as part of a team;
  • Thorough knowledge of and ability to apply effective supervisory skills to direct, motivate, and manage subordinate personnel;
  • Extensive knowledge of and ability to apply policies and procedures to assist staff in the performance of their responsibilities;

II. DIFFICULTY OF WORK:

Work consists of moderately complex, varied, non-standardized tasks requiring technical skills and application of numerous laws, rules, regulations, and procedures. Judgment is needed to apply the correct guidelines to the specific case where answers are logically obtained. Work is of substantial intricacy.

III. RESPONSIBILITY:

Supervisor provides general guidance allowing the individual the ability to plan the procedures and methods to attain objectives. Work is reviewed in process and/or upon completion for technical adequacy and conformance with practice and policy. Errors in work may cause inaccuracies in reports, records, or technical data resulting in inaccurate or incomplete information, which may result in misstatement of funds and balances, misuse and/or loss of public money. Responsibilities include directing the work of assigned employees, approving timesheets and leave requests, contributing to hiring decisions, and providing input on performance evaluations and corrective actions.

IV. PERSONAL WORK RELATIONSHIPS:

Contact is with co-workers, employees from public and private sector organizations and the public. The purpose of these contacts is to guide and direct, check on progress of work assigned, coordinating services, and job development/referrals, make recommendations and handle questions about department, programs and client concerns. Work involves frequent interactions with employees to train, mentor, and provide ongoing feedback to support their performance and professional development.

V. PHYSICAL EFFORT AND WORK ENVIRONMENT:

Physical Requirements:

The physical requirements of the position are identified as sedentary work, which may require the lifting of up to twenty-five (25) pounds.

Physical Activity: The physical activity of the position is lifting, manual dexterity, talking, hearing, bending, reaching, pulling, and moving around.

Visual Activity: The minimum visual activity of the job is close to the eyes.
