DescriptionGENERAL DESCRIPTION:
Responsible to provide planning, direction, monitoring and supervision of programs and services for the substance abuse division of Edgewater Health and to carry out the policies established by the deliverance of those services.
DUTIES & RESPONSIBILITIES:Direct Services- Responsible for assuring adherence to departmental guidelines, policies and procedures with regards to referral, placement and treatment of clients.
- Evaluates program effectiveness.
- Serve as liaison to outside agencies, law enforcement, judiciary and other related organizations as required and directed.
- Provide consultation to inter and intra agency services regarding the design of a treatment program of the agency.
- Counsel and discipline staff as appropriate and necessary. Evaluate staff performance.
- Manages and supervises program staff.
- Recruits, trains, supervise, and evaluate staff performance in positions directly supervised.
- Ensure that agency complies with state and federal employment laws.
- Develop department policies and procedures and review and update policies and procedures to assure that quality services are delivered.
- Recommend morale building and productivity programs.
- Consult with department heads and employees on management and employees relations issues.
- Develop and maintain a good working rapport with inter-department personnel other department within the facility and outside community health welfare and social agencies, to assure that service programs can be properly maintained to meet the needs of the clients.
- Meet with department personnel on a regularly schedules basis, to assist in identification and correction of problem areas and to improve services.
- Determine Department staffing levels and interview, hire, train, write job descriptions and evaluate personnel.
- Develop and maintain a good working rapport with inter-department personnel other department within the facility and outside community health welfare and social agencies, to assure that service programs can be properly maintained to meet the needs of the clients.
- Develop department budgets and seek out other program and funding sources by writing program proposals or grant applications.
- Deliver services by maintaining a caseload and performing charting as necessary.
- Attend meetings, conferences, and seminars on behalf of the agency.
- Provide consultation to staff regarding special cases.
- Be responsible for the safety of the clients and staff.
- Maintain a minimum of the company’s productivity requirement (100%) at all times.
- Make written and oral reports to the agency administration and to outside sources as requested or required.
- Prepare and submit monthly reports as directed.
- Maintain clinical and management records in accordance with assigned Services Programs.
- Maintain 100% UM/UR compliance.
- Other responsibilities and tasks as may from time to time be assigned.
- Conduct all professional activity in an ethical manner.
- Conform to all applicable policies and procedures.
- In conjunction with other staff assist in identifying and eliminating any situation which jeopardizes the health and/or safety of clients, staff, or others who come in contact with community mental health center operations.
- Utilize literature, workshops and other training aids to continually improve clinical and administrative skills.
- In conjunction with supervisor, complete and implement Individual Professional Development Plan.
- Assist in assuring Edgewater Health compliance with all related licensing and accreditation requirements.
Chief Clinical Officer
WORKERS SUPERVISED:Clinicians, Counselors, and Certified Peer Support Specialist working in the addictions and OTP programs.
Qualifications
MINIMUM QUALIFICATIONS:- Education - Minimum of Master’s Degree in a mental health discipline. A.C.S.W. or PhD preferred
- Licensures/Certifications – Job related license.
- Licensed Clinical Addiction Counselor (LCAC)
- Licensed Mental Health Counselor (LMHC).
- Licensed Clinical Professional Counselor(LCPC)
- Experience – Three to four years high level experience in program administration in a community mental health center or related organization.
- Other - Possess a valid driver’s license.
- Furnish own inspected, automobile as needed for Center work and transportation of clients.
- A good driving record.
- Appropriate automobile insurance and valid license tags.
