Responsible for the planning, organizing, analysis, and ongoing operations of the Collections department within the Office of the University Bursar. Develops and implements policies and strategies to enhance service, supports university priorities and maximize collection rates. Plans, develops, and establishes area priorities and goals. Assists the University Bursar to visualize, develop & establish the strategic direction of the area and provides effective leadership, strategy, industry knowledge, administrative oversight, fiscal reporting, and communication to the collection area. Assists the University Bursar in maintaining the universitys central Accounts Receivable policy. Hires, trains, supervises, evaluates, and develops the Collections Manager. Oversees operations for student collections, department central collections and university managed student loans. Accesses data from various internal and external systems and databases to compile various reports on the overall university collection portfolio and activities. Works with large volumes of data to compile, merge, and reconcile information across multiple systems as well as drive decisions and strategy. Performs regular collection inventory management functions. Develops, monitors, and creates reports on key performance metrics. Approves bad debt write offs in accordance with policy. Assigns work based on available resources. Manages inventory and effectiveness of Ohio Attorney Generals Collections Enforcement department and affiliated partners and recommends changes as necessary to maximize collection rates. Oversees the university managed student loan portfolio activities such as borrower separation, required reporting, billing, compliance, dunning, deferments, and other activities. Coordinates with other areas in the creation of new loan funds, assists with the creation of new promissory notes based on loan terms and conditions, and serves as point of contact with servicer to complete required documentation. Monitors and develops operational strategies to maintain acceptable university managed loan default rates. Oversees the assignment of uncollectible loans to the Department of Education in compliance with federal guidelines. Verifies and approves collection vendor invoices for payment. Develops and sustains positive working relationships with the Ohio Attorney Generals Collections Enforcement department, Third Party collection agencies and Special Counsel offices. Responsible for the approval, signature, and notarization of affidavits and discover requests. Serves as the main witness on behalf of the university in courts across the State of Ohio. Develops and maintains relationships with student services areas, university departments, and regional campuses. Serves as Collections subject matter expert to other areas within the Bursars Office, university departments and regional campuses. Collaborates with other areas on project requirements, process improvements and system implementations. Collaborates with departments to assist with inquiries, develop enhancements to invoicing, account maintenance and collection processes. Oversees collection staff training and development, including creation of training program and timeline, and ongoing reinforcement mechanisms. Communicates policies and procedures effectively and regularly to collection staff. Oversees department in the management of employee relations, annual training compliance, performance management issues, and any corrective actions. Monitors collections related regulatory climate and compliance initiatives and assists in implementing processes to maintain continued compliance with state and federal law. Provides support and serves as point of contact for internal and external audits. Oversees the maintenance, retrieval, protection, retention, and destruction of all records in accordance with university policy, department retention policy and federal loan regulations Maintains a deep understanding of the Higher Education environment, information systems, and financial (including financial aid, residency, records, and registration) regulations and processes.
Required Qualifications :
Bachelor's degree or equivalent combination of education and experience. Five (5) years of relevant work experience. Knowledge of collection functions in Financial Services organization and financial systems development and deployment. Familiar with compliance related federal and state regulations. Supervisory experience. Demonstrated ability to lead people and employee training and development. Experience with process improvement and delivery. Ability to identify, analyze, and resolve a wide range of technical, process, and operational issues. Excellent interpersonal and communication skills.

Knowledge of university policies and collections management. Experience in higher education, managing a collections operation.

Additional Information:The Target Hiring Range for this position is $70,100 to $91,600 per year.
