We’re seeking a forward-thinking General Manager to oversee all operations, ensure regulatory excellence, and guide long-term system reliability and growth. This is a high-impact leadership role responsible for delivering safe, sustainable, and cost-effective water and wastewater services to our community.
The Fort Mojave Indian Tribe (FMIT) is one of only a handful of tribes in the United States that have established a tribally owned and operated water and wastewater utility. Fort Mojave Tribal Utilities Authority (FMTUA) was incorporated under a Tribal Charter authorized by the Fort Mojave Tribal Council in April 1988. The Charter enumerates the purpose and powers of FMTUA, its initial assets, and the makeup of the FMTUA Board of Directors.
About the Role
Reporting to the Board of Directors, the General Manager directs all administrative, operational, engineering, financial, and customer-service functions of the utility. The ideal candidate is a strategic leader who can manage complex systems, anticipate future needs, and foster strong relationships with staff, regulators, and the public.
Key Responsibilities
Leadership & Administration
- Implement Board policies and lead organization-wide planning, operations, and performance.
- Provide direction to department leaders across operations, maintenance, engineering, finance, and customer service.
- Present budgets, reports, and strategic recommendations at monthly Board meetings.
Operations & System Management
- Oversee the construction, operation, and maintenance of all water, wastewater, and sewer systems.
- Lead capital improvement projects, engineering plan reviews, system expansions, and new development coordination.
- Ensure reliable production, delivery, treatment, and regulatory compliance.
Regulatory & Water Resource Management
- Ensure compliance with federal, state, and local regulations including water quality, environmental, OSHA, and safety standards.
- Coordinate with agencies on groundwater, supply, conservation, recharge, and reuse programs.
- Maintain designation of assured water supply and respond to water quality and effluent issues.
Financial & Budget Oversight
- Develop annual operating and capital budgets; manage within approved limits.
- Establish and evaluate rate structures and financial management practices.
- Direct financial, technical, and design studies.
Customer & Community Relations
- Maintain strong customer relationships and resolve inquiries efficiently.
- Represent the utility with state and local officials, agencies, and community stakeholders.
Workforce Development & Safety
- Lead staffing, training, performance evaluations, and employee development.
- Enforce safety policies and maintain compliance with OSHA and regulatory standards.
- Promote positive employee relations and strong teamwork.
Qualifications
- Extensive knowledge of water/wastewater system planning, design, construction, and operation.
- Strong understanding of utility finance, rates, budgeting, and administrative practices.
- Thorough knowledge of federal, state, and local water quality and environmental regulations.
- Proven leadership experience managing personnel, resources, and complex operations.
- Excellent verbal and written communication skills.
- Ability to build effective relationships with government agencies, customers, contractors, and staff.
- Ability to forecast long-term system needs and develop strategic solutions.
