Under direction of the Sourcing Supervisor, solicit & evaluate proposals, make recommendations & monitor supplier performance for a range of routine, established, customary requirements:
Process agency purchase requisitions & ensure Minority Business Enterprise (MBE) & Encouraging Diversity Growth & Equity (EDGE) vendor utilization.
Facilitate agency purchases using Department of Administrative Services (DAS) & Ohio Department of Public Safety (ODPS) contracts.
Review & analyze contracts to ensure compliance with applicable laws, rules &/or regulations & negotiate changes (e.g., confer with other agencies, vendors, manufacturers &/or distributors on delivery, prices, quantity & services; ensure purchasing practices are in accordance with ODPS purchasing procedures).
Prepare specifications for development of contracts for goods & personal service acquisitions (e.g., coordinate the purchasing of supplies, materials, equipment &/or services for ODPS; research quotes & prepare cost analysis; review contractual language & evaluate bids received & recommend awards).
Maintain records, contracts, MOUs, etc. in the State of Ohio Procurement system (i.e., Ohio Buys (OB)).
Provide technical assistance to other agencies & ODPS divisions with contract negotiations & compliance with state & federal laws & regulations (e.g., coordinate special acquisitions projects to procure supplies, materials, equipment &/or services; enforce section policies & procedures; provide interpretation of state & federal laws).
Assist ODPS personnel in processing purchasing requests (e.g., compose correspondence, provide appropriate contract language; review completed cost analysis; provide specific vendor information, etc.).
Perform administrative functions (e.g., prepare weekly reports; maintain files; respond to telephone inquiries; review & maintain procurement logs).
Utilize ODPS databases to generate statistical reports & enter pertinent information into various systems (e.g., Ohio Administrative Knowledge System (OAKS), OB, contract workflow, tracking & follow-up; electronic release & permit);
Conduct follow-up on outstanding orders & route contracts for Director signature.
Attend trade fairs &/or meetings when applicable & work on special assignments &/or projects.
Perform other related duties as assigned.
