Lincoln Parish School Board is seeking to fill the position of Accountant. The Lincoln Parish School Board maintains over 80 funds and 20,000 accounts in its general ledger system, and this position will be providing assistance in maintaining the general ledger in accordance with general accepted accounting principles and with data reporting and financial audits. This is a full time position over a twelve-month annual work period.

QUALIFICATIONS:

  • A Bachelor's degree in Accounting from an accredited institution of higher education, and
  • Proficiency in use information technology systems and software, particularly in exporting and importing data from systems into Microsoft Excel, and skills to perform data analysis and prepare reports.

TITLE: Accountant

QUALIFICATIONS : Minimum education and experience: Bachelor's degree in Accounting in an accredited program at a post-secondary university and 2 years of financial accounting or auditing experience where primary duties are perform accounting functions, such as reconciling accounts, auditing underlying financial records, coding transactions, preparing general ledger entries, and summarizing and reporting financial data. Prior work experience in public accounting performing governmental audits is preferred. Such alternatives to the preceding qualifications as the Superintendent may find appropriate and acceptable.

Skills: Analytical, reasoning, and reconciliation skills; practical knowledge of generally accepted accounting principles and internal controls for accurate financial reporting; proficient knowledge of office technologies; intermediate proficiency in using spreadsheets to streamline tasks, calculations and reports; communicate clearly, effectively, and professionally both verbally and with use of word processing software and communication tools.

REPORTS TO: Accounting Manager

JOB GOAL: To collect, analyze, record and report financial information in accordance with all government rules and regulations and generally accepted accounting principles in order to provide accurate information to support decision-making and achieve fiscal stability and transparency.

TERMS OF EMPLOYMENT: 12-months, 37.5 hours per week

EVALUATION: Performance Evaluation, annually

COMPENSATION: Certified 12-Month Salary Schedule (Tables 90-94)

PERFORMANCE RESPONSIBILITIES:

  1. Maintain a thorough understanding of district funds and general account code definitions provided in the Louisiana Accounting and Uniform Governmental Handbook (LAUGH), BESE Bulletin 1929, and state reporting classifications to ensure financial transactions are accurately recorded in the general ledger and reported in financial statements and state and federal reports.
  2. This position is an approved position for telework when there is work available to perform in the event of an unexpected office closure. Maintain focus on incorporating processes to perform accounting functions and other assigned tasks remotely, and work with sub-systems and providers to accomplish remote processing should the need arise.
  3. Review and follow financial accounting procedures for assigned work responsibilities to ensure efficiency and adequate internal controls. Make recommendations for modifications to procedures to the Accounting Manager for review and updating.
  4. Record daily financial transactions, including cash receipts, general ledger entries, journal entries, and related activities
  5. Keep the Accounting Manager informed of any significant issues that arise in any area of financial transactions any activity that is not conducted in accordance with established procedures or sound business practices as soon as it becomes known.
  6. Maintain chart of accounts prepared by Accounting Manager to be used by grant managers to record grant program activities in accordance with LAUGH and meet grant reporting requirements.
  7. Assist the Accounting Manager with the preparation of monthly, quarterly, and annual financial reports and budgets; and assist in compiling data for regulatory state and federal reports.
  8. Assist in the implementation of financial accounting systems software and procedures for district and school level accounting.
  9. Assist in conducting staff training, individually or in a group setting, as necessary.
  10. Provide assistance to department staff and school bookkeeping staff to ensure accurate and timely performance of accounting processes.
  11. Cross training in department functions to ensure continuity of accounting processes.
  12. Maintain privacy and security over personal protected information (PPI) and personal health information (PHI) confidential and secure at all times, unless requested for audit purposes or permitted in accordance with state public records laws.
  13. Maintain and document accounting records in an organized manner in accordance with Board record retention policies.
  14. Focus on consistent and accurate recording and reporting of general ledger transactions over the value of the transaction or its materiality.

  10. Complete and submit all forms, reports, documentation, and training by required dates and in accordance with district policies and procedures.

  12. Demonstrate competence in areas of responsibility.
