JOB TITLE: Social Services Quality Assurance Specialist - AIMs ECM & SC Housing Services
REPORTS TO: Program Manager and/or Director

Summary:
The Quality Assurance Specialist will engage in the data and quality assurance services components funded by CalAIMs- IEHP and Molina Manage Care, and City and County Housing Programs as needed.

The Quality Assurance Specialist is principally responsible for maintaining and optimizing Molina CCA, IEHP Care Director, Welligent, and HMIS data and case management services, monitoring the integrity of the data and quality assurance compliance, and assisting with data extraction, presentation, and analysis.

The Quality Assurance Specialist will be part of the CalAIMs/Housing team: you will work directly with the Program Assistants, Program Managers, Agency Data/Compliance team, and Departmental Directors while using your expertise in analysis and technical reporting to play an integral role in accurate reporting, systems support, data integrity, and quality assurance for service delivery programs.

This position will support primarily San Bernardino/Riverside County Programs and as needed, Sacramento County Programs.

DUTIES:

Perform a variety of administrative and direct service duties related to program management activities, database maintenance, generation of reports for both in-house and funding entities, preparing files and correspondence, and coordination activities related to department functions. Complete necessary data system management reports to ensure program compliance and data corrections are updated and completed.

Essential Duties:

  • Interpret data, analyze results using statistical techniques.
  • Track outcomes, monitor progress, and develop reports.
  • Assist with tracking all referrals, UTCs, discharges and Exits, and maintenance/updates to all tracker data spreadsheets.
  • Administer client databases Entry/Exits/Recerts (e.g. HMIS, Welligent).
  • Enroll and exit all members into and from HMIS/Welligent into and from its appropriate program/project.
  • Provide regular technical assistance to staff to ensure compliance.
  • Ensure accuracy of data for monthly, quarterly, and annual contract reports.
  • Overseeing and reviewing chart documentation including progress notes, individuals’ care plans, and assessments. Monitoring program specific documentation and providing support to staff and Program Managers to ensure compliance with Program contracts.
  • Develop and maintain complete, accurate, and current files with all required documents,

agency records and electronic databases, such as HMIS and Welligent. Include updates to changes in income and any demographic domain. Maintain confidentiality of participant files per HIPAA and all applicable guidelines.

  • Implement and perform chart audits periodically to ensure files and Electronic Health Record (EHR) Program (e.g. HMIS, Welligent) are in compliance with our SOW.
  • Ensure all housing status update forms are inputted into Welligent.
  • Prepare and submit monthly, quarterly, and annual reports (e.g. IEHP, Molina, City and County, Monthly Allocation, and APRs) for program(s) and contracting agencies.
  • Collaborate with Step Up Data and Compliance Department staff when department is requesting systems data.
  • Collaborate with the Program Assistant to develop, collect, and evaluate member satisfaction surveys for program improvements.
  • Assist with onboarding of staff in providing instruction on the use of the different databases.
  • Participate in staff meetings, individual and group supervision, case conferences, and training as required.
  • Additional tasks, projects, and responsibilities as assigned by Assistant Program Manager, Program Manager and/or Director.

Skills/Abilities:

  • Intermediate skill set and knowledge of Microsoft Office (Word, Outlook, Excel, PowerPoint), as well as navigation of Electronic Health Records (Welligent, and HMIS).
  • This position requires the ability to identify problems, patterns, and make the required corrections as well as reporting information as required.
  • This position requires excellent detail orientation and ability to multi-task on multiple ongoing and time sensitive projects/duties within tight department metrics and deadlines, as well as ability to manage conflicting priorities and projects.
  • Demonstrated and thorough knowledge of Housing First and Harm Reduction philosophies of service delivery.
  • Creative thinking with ability to problem solve on an organization-wide basis.
  • Must be able to communicate proactively and collaboratively with different teams and their members with a goal towards the mission of Step Up.

Qualifications:

  • Minimum of two (2) to five (5) years of experience working with program evaluation, quality control/compliance, and data reporting; working knowledge of tools, methods, and concepts of quality assurance; systems tracking; familiarity with Welligent, and HMIS; and bachelor’s degree in public administration, public policy, human services, statistics, technology, social work, or other closely related fields.
  • Strong research and analysis abilities.
  • Exercise initiative, independent good judgment when faced with unclear or questionable data be able to extrapolate intent from non-standard submissions.
  • Excellent written and verbal communication skills, must be able to perform extensive charting, electronic data entry and documentation.
  • Must have own transportation and current California driver's license and insurance with good driving record at all times during employment.

SUPPLEMENTAL INFORMATION:

Work with people experiencing homelessness whether on the streets, in shelters or other places of habitation or services, may present inherent challenges and difficulties such as: exposure to bed bugs or other infestations, unpleasant smells or odors, individuals who may have poor hygiene or unclean homes due to homelessness, mental health symptoms, or poverty. Additionally, in working with our members, employees may encounter instances of profanity, sexually explicit or derogatory language, or verbal or physical expressions of anger and trauma. Very rarely do these situations ever escalate to physical contact, and negative or derogatory communication patterns can often be negotiated successfully. All direct care staff are provided adequate training to develop skills to deescalate crisis situations that may arise and Step Up has established procedural safeguards for all employees to mitigate (but not eliminate) these inherent risks of employment.

While performing the duties of this job, the employee is regularly required to sit; use hands and fingers; handle or feel; reach with hands and arms; talk; and hear. The employee is frequently required to walk, balance, stoop, kneel, and/or crouch. The employee must occasionally lift and/or move up to 15 pounds. Specific vision abilities required by this job include close vision, distance vision, peripheral vision, depth perception, and ability to adjust focus. Keyboard data entry required.
