Journeyman Electrician II / III

Summary:

Working independently or under minimal supervision, installs, inspects, troubleshoots, repairs and maintains high level, complex electrical systems, components, equipment and facilities in rural Alaska. Performs highly responsible and professional work in accordance with local and national electrical codes and regulations.

Responsibilities:

ALL

Provides all electrical distributions and control systems necessary for ANTHC project facilities, including but not limited to: well houses, sewage lift stations, water and wastewater treatment plants, washeterias and other buildings and homes as necessary for ANTHC projects. Assesses, adjusts priorities, and refocuses efforts as needed to meet individual project requirements, workload, and program objectives.

Installs system components and wiring in compliance with the NEC, NESC, NFPA and the UFC.

Installs, troubleshoots, repairs, and maintains high-level and extremely complex electrical components and systems of varying applications. Troubleshoots and repairs wire circuits, including: transformers, motor control centers and automatic transfer switches, electrical control circuits for motors and control devices for various electrical devices. Installs and maintains emergency generators, power distribution systems and various other site-specific electrical systems, components and equipment. Performs retrofitting of equipment with updated/modern technological controls and equipment to improve performance and efficiency.

Determines layout, constructs, installs and tests electrical service, distribution and control panels.

Determines the need for electrical system parts and supplies; orders and maintains adequate stock levels. Determines the cost and type of materials needed for electrical projects. Orders, receives, inspects and verifies materials are in working condition, and ships materials to construction sites.

Reviews blueprints and specifications; ensures drawings and specifications will function as designed in environment intended for use. Conducts project review and planning and proposes changes or modifications to plan sets and specifications for sanitation facilities. Conducts as-built surveys of electrical jobs and panels as required.

Identifies defective equipment and repairs or replaces equipment. Inspects, repairs and maintains electronic devices.

Performs other duties as assigned.

Journeyman II & III

Responds to emergency service calls and/ or repairs and assists other trade workers in troubleshooting facility Issues. Provides electrical systems training assistance for rural system utility operators as necessary. Provides technical assistance/emergency response to existing facilities electrical systems to protect life, public health, and property.

Performs other duties as assigned.

Professionally train and mentor electrical apprentices, both on-site (on the job training) and academically.

Train and utilize on-site local labor to develop projects and facilities to promote proper maintenance practices and longevity of newly constructed or remodeled projects in communities.

Trains and performs quality checks on work conducted by lower-level electricians.

Journeyman Electrician III

Management of electrical teams on project sites when more than one electrician is present.

Responsible for efficiently delegating project responsibilities to lower-level electricians. Responsible to temporarily act as superintendent while superintendent is not available.

Duties include, but are not limited to daily reports, photos, MTOs for field staff and local employees other than electricians, ordering and purchasing.

Assists Electrical Administrator and Electrical Engineers with project-specific preparation, including but not limited to: material take-offs (MTOs), purchasing, specifications, change orders and submittals.

Serves as a subject matter expert and role model for the employees they lead.

Performs all job family duties and supports training, scheduling staff and project workflow.

Assists the manager in guiding, mentoring and delegating duties to lower-level incumbents.

Other Information:

KNOWLEDGE and SKILLS

Knowledge of operating, troubleshooting and maintaining electrical systems of various applications. Knowledge of local and national regulatory electrical codes and requirements.

Knowledge of safety procedures for the installation, repair and maintenance of electrical systems. Knowledge of safety precautions when operating motorized vehicles, equipment and hand tools.

Knowledge of the operation and programming of PLCs, variable frequency drives (VFDs), low voltage control, analog controls, digital controls, and signaling.

Knowledge and proper implementation of high voltage safety, lockout/tagout procedures and personal protective equipment intrinsic to the safety of electrical employees and teams.

Knowledge and proficiency in Microsoft Office Suite. I.E. excel, word and PowerPoint.

Skill in installing, troubleshooting and maintaining electrical and emergency power generation systems. Skill in reading and evaluating electrical blueprints, panel layout sheets and other technical schematics. Skill in using analytical and research skills to define and solve problems.

Skill in operating motorized vehicles, equipment and hand tools.

Skill in establishing and maintaining cooperative working relationships with others.

MINIMUM EDUCATION QUALIFICATION

All

High school Diploma or GED AND

Completion of approved Electrical Apprenticeship Program.

MINIMUM EXPERIENCE QUALIFICATION

Journeyman Electrician I:

Non-supervisory – Certificate of Fitness as an Electrician Journeyman.

Journeyman Electrician II:

Non-supervisory - Four (4) years of experience as a Journeyman Electrician.

Journeyman Electrician III:

Non-supervisory - Eight (8) years of experience as a Journeyman Electrician, or two (2) years as an electrical administrator

MINIMUM LICENSE REQUIREMENTS

Current State of Alaska Journeyman Electrical License OR must obtain Alaska State Journeyman Electrical License issued by the State of Alaska. Department of Labor and Workforce Development within 6 months of hire, while actively holding an Out-of-State Journeyman Electrical License, OR Journeyman Electrical License must be issued by a Reciprocal State approved by the State of Alaska Department of Labor and Workforce Development. Required to possess an Alaska driver’s license with a clean driving record within 6 months of hire.

PREFERRED EXPERIENCE QUALIFICATION

Journeyman Electrician III:

Supervisory – Two (2) years minimum supervising other field electricians including journeyman and/or apprentice electricians.

ADDITIONAL REQUIREMENTS

May be required to work outside the traditional work schedule. May be called out to work off-shift in emergency situations.

According to the organization's needs, some incumbents in this job class may be required to obtain technical certifications and programming language skills. Requires frequent travel to and within remote locations by small plane, boat, snowmobile, or ATV.
