Main Objectives

Inspect multifamily new construction and rehabilitation projects

  • Uses knowledge of established practices and program guidelines to ensure workmanship and installation of approved materials and equipment to projects at various stages (or during framing and final inspections).
  • Evaluates progress of construction work, reports discrepancy or corrections to management.
  • Schedules and conducts site visits and inspections using lists of projects.
  • Conducts scope of work site inspections for Agency related rehabilitation projects. Determines best applicable scope of work for each project.
  • Learns how to make construction related decisions, code applicability, and construction material installations that outside developers, architects and vendors are trying to use.

Review multi-family building plans and specifications

  • Performs assigned building plan reviews targeting federal, state and local building codes and Agency Design Standards requirements, list any deficiencies and corrective actions, and email findings to external developer and architect of assigned project.
  • Reports plan review comments.
  • Records plan review results in internal tracking systems such as in Microsoft excel and Rental Project Management documents.
  • Reviews value engineering efforts from developers, architects and vendors who are wanting to undertake changes to awarded projects.

Development Costs and Application Reviews

  • Reviews materials, equipment and labor costs upon request of internal staff to ensure conformance to industry standards to ensure quality and cost reasonableness of developments.
  • Reviews application reports for approval including termite reports, structural integrity reports and flood plain reports.

Provide Technical Assistance or Best Practices

  • Uses applicable construction building code references, energy standard requirements and Agency construction mandates and procedures to complete work.

Compliance of local, state federal codes and laws

  • Stays abreast of local, state, and federal codes and laws by attending local building code training classes.
  • Stays abreast of changes in Davis-Bacon by attending training.
  • Attends other training opportunities that may encompass environmental issues, building efficiency issues or energy conservation issues. 

Research and Implement Changes of Methods and Materials

  • Uses construction procedures to perform plan reviews. 

Other Duties as Needed

  • Performs on-site interviews with contractor laborers and mechanics to gather information subject to Federal prevailing wages in compliance of Davis-Bacon Act and records and reports findings results of interview to senior colleague. 
  • Performs Agency application site scoring visits for tax credit applications.
  • Conducts site inspections of insurance claims and reports results to senior colleague or management. 

Education & Experience

Bachelor’s degree in architecture, construction science, or related discipline; apprenticeship, training program and 2+ years of experience in construction management or professional design and/or architecture.

Will consider an equivalent combination of relevant education and experience.

Knowledge, Skills, & Abilities

  • Good ability to read blueprints
  • Good understanding of construction methods, materials and techniques
  • Good knowledge of building codes and regulations such as Fair Housing Accessibility Guidelines
  • Basic knowledge of Excel; Microsoft Word, Outlook, and PowerPoint
  • Solid written and verbal communication skills and ability to work in a team environment
  • Good time management skills and attention to detail
  • Ability to work in a team environment.
  • Basic problem-solving skills
