This is responsible technical work involving the review and inspection of construction, utility, and engineering plans and projects for all residential, commercial and industrial construction performed in the City, for compliance with codes, regulations and city standards. Work involves drafting engineering plans; making recommendations for changes in engineering and construction requirements; attending meetings, and dealing with consultants and developers regarding plan approval.
Under the direction of the Electric Engineering Manager, this position involves reviewing and inspecting construction, utility, and engineering plans and projects for all residential, commercial, and industrial construction performed in the City for compliance with codes, regulations, and city standards.(May not include all duties performed.)
- Design, prepare, and initiate work orders including drawings and specifications for the installation and upgrade of overhead and underground transmission and distribution facilities, street lighting, substation improvements, SCADA and telecommunications systems, protection relaying, automation projects, and new circuits; investigate and analyze distribution and transmission routes for efficiency and economy; conduct field investigations to assess existing facilities and calculate electric consumption requirements; prepare work orders, drawings, and construction estimates; review completed projects for compliance with standards and guidelines; plan and develop modifications and additions to utility systems; lay out electrical schematics and calculate power requirements; prepare or review designs for related substructures; research land ownership and prepare easement and right-of-way documentation; participate in long-range planning for utility systems and fiber optic installations.
- Develop and maintain communication with engineers, planners, developers, utility agencies, and city departments; respond to inquiries and requests from utility customers and outside organizations; coordinate construction activities and joint development projects with other agencies; participate in public and private meetings to address construction details and concerns; attend seminars, conferences, and training sessions as required.
- Utilize GIS and other software applications to prepare work orders, reports, and maintain electric utility records; draft engineering plans and construction drawings based on surveys and research; inspect construction sites and substation equipment for compliance with safety codes and standards; provide material requisition information for timely acquisition of construction materials; maintain records of utility installations and projects; process engineering and construction plans for permanent records; perform drafting, layout, staking, and surveying activities for construction projects; operate standard office equipment including personal computers and mobile devices.

PHYSICAL REQUIREMENTS / WORK ENVIRONMENT:
The employee works in the vicinity of floor or wall openings, elevated platforms, and / or runways; ascends and / or descends ladders, stairs, or scaffolds, is exposed to possible injury from hazardous gases, chemicals, flammables, or air conditions; is exposed to possible injury as a result of electrical shock, is exposed to possible injury from explosions; has contact with potentially violent or emotionally distraught persons; has exposure to potentially vicious animals; has exposure to life threatening situations; has exposure to fire; has exposure to hot, cold, wet, humid, or windy weather conditions; has exposure to hazardous driving conditions; has exposure to chemical compounds found in an office environment (e.g., toner, correction fluid, etc.).
Note: In accordance with the U.S. Department of Labor physical demands strength ratings, this is considered light work.An example of acceptable qualifications (at least one of the following):
- Possession of an associate degree in the electrical or CAD/Design Field or equivalent work experience; and
- Over 2 years of experience in electric utility;
- Must possess and maintain a valid State of Ohio vehicle operator's license and remain insurable under the City's vehicle insurance policy.
- Any combination of education, training and/or experience equivalent to the minimum qualifications stated above.
KNOWLEDGE, SKILLS, AND ABILITIES: (*Indicates developed after employment)
- KNOWLEDGE OF: National Electric Safety Code, National Electric Code, and applicable federal, state, and local codes, overhead and underground electric utility construction standards and required materials, contract writing and easement preparation, principles and practices of line construction, mathematics involved with construction and line design, FERC accounting, safety practices and procedures, English grammar and spelling, records management, agency goals and objectives , agency policies and procedures.
- SKILL IN: typing and data entry, word processing, computer operation, use of modern office equipment and software, critical thinking, judgment and decision making.
