DCY's core hours of operation are Mon-Fri from 8:00am to 5:00pm, however, daily start/end times may vary based on operational need across DCY divisions. Employees may begin as early as 7:00am & as late as 9:00am, based on supervisory approval. This position performs work on-site daily at DCY's office space.
Job Description
Under administrative direction, assists Chief Information Officer (CIO) in the Divison of Information Technology (IT) with responsibility to direct, manage, and oversee Application Development, Infrastructure and Operations within IT; partners with members of the leadership team in governance, strategy, and processes to support the advancement of the agency through the use of technology; lead strategic enterprise technology planning to achieve business goals by prioritizing need, providing oversight of evaluation, deployment, and reliability of technology platforms; develop and communicate technology strategies, goals, objectives and plans to leadership team, staff, suppliers, customers, and stakeholders; develops the technical roadmap and architecture for the agency; oversee the establishment and enforcement of policies, procedures, and associated plans for technology assets based on industry-standard best practices; develops best practices and strategies for driving innovation within the organization, including establishing effective measurement systems to evaluate the impact of innovation; ensures technology investments are consistent with desired architecture and enterprise approach; provide definition and standards for acquiring and implementing new software, hardware, network, and operating systems; works to provide a cohesive strategy for enterprise systems to produce advanced technology solutions and reducing total cost of technology ownership; works closely with information security to fully secure information, computer, network, and processing systems; develop, track, and control the department's annual operating and capital budgets for purchasing, staffing, and operations; remain informed on trends and issues in the technology industry, including current and emerging technologies and cost; advise, counsel, and educate executive and management teams on their relative importance and financial impact; oversees the architecture review board and ensures changes to the environment of are controlled and appropriate; interfaces with Department of Administrative Services (DAS) and other external entities to execute on strategy, goals, and objectives; meets with stakeholders to discuss projects and/or technology related issues.
Supervises assigned staff (e.g., assigns work and provides direction; makes recommendations for hire; reviews work and pro-vides feedback; establishes employee goals; conducts performance evaluations; monitors and evaluates staff performance; approves/disapproves requests for leave; recommends disciplinary action; conducts staff meetings; encourages staff development).
Performs other related duties as assigned (e.g., participates in and conducts meetings; travels to attend trainings, conferences, and workshops; updates knowledge of technology products and solutions; participates in industry and other professional networks to ensure awareness of industry standards, trends, innovations, and best practices; prepares required administrative reports and correspondences; operates personal computer to produce correspondence, reports, and other documents; maintains logs, records, and files).

Qualifications
Educational Background: A bachelor's degree in computer science, information technology, engineering, or a related field is often required.
Experience: Extensive experience in technology leadership roles, 8+ years, including managing teams and overseeing large-scale projects. Proven track record of implementing technology strategies and driving innovation.
Technical Expertise: Deep understanding of software development, IT infrastructure, cybersecurity, and emerging technologies. Familiarity with industry-specific tools and platforms.
Leadership Skills: Strong ability to lead cross-functional teams and collaborate with other executives. Excellent communication skills to articulate technical strategies to non-technical stakeholders.
Strategic Thinking: Ability to align technology initiatives with business goals and long-term organizational strategies. Experience in budgeting and resource allocation for technology investments.
Problem-Solving Abilities: Expertise in identifying and addressing technological challenges and opportunities.
